What will you do as an Sourcing & Procurement Manager?
The Sourcing & Procurement Manager will be required to manage and lead a centralised Procurement Department for all Terminals related to Vopak operations in SA. To plan, define, categorize, tender and buy goods, services and other expenditures for the Operating companies in line with the procurement policy and contracts. Control and be responsible for the Annual Tender Forecast and Procurement Effectiveness Assessment of Terminals within South Africa.
The incumbent will be required to ensure the availability of the specified goods and services according to the functional, budget and planning requirements of the internal customer/ budget owner. Perform various analyses (e.g. contract, categories and process) and align opportunities and actions with stakeholders to create and execute the tender forecast and any required improvements.
The sourcing and procurement manager will be accountable for leading, coaching, and Developing S&P team members.

What do we expect from you as a Sourcing & Procurement Manager?
- Grade 12 or equivalent qualification.
- Bachelors degree in Supply Chain Management, Procurement, or a related field.
- A minimum of 10 years of hands-on experience in procurement, including at least 5 years in senior management or leadership roles, preferably within the process industry.
- CIPS Level 6 (or MCIPS) or equivalent qualification is highly advantageous.
- An MBA would be an advantage.
- Proven expertise in negotiation, influencing, change management, coaching, and partnership-building, with relevant certifications.
- Extensive experience in executing tenders and a strong understanding of contract law.
- Technical/engineering qualifications and experience would be an advantage

Your core responsibilities are:
- Based on terminal plans, S&P Effectiveness Assessment, divisional and global Roadmap, develop and execute the S&P department.
- Request and Perform spend analyses, contract analyses, categories reviews, process improvement analyses and define initiatives to be included in the annual terminal procurement plan and budget cycle.
- Furthermore, align the plan with all stakeholders and subsequently govern the execution of the procurement plan.
- Based on key categories of procurement plan, develop and execute a project strategy and category strategy.
- Execute and manage an optimal supplier selection process.
- Lead effective Tender Board processes within a Global and local BU frameworks
- Inculcate a strong governance culture, by safe guarding the procurement processes against fraud risk exposure
- Ensure effective and optimal use of the ERP system and strong adherence to organisational frameworks
- By actively participating lead and govern your local S&P team in their buying of goods and services (in line with the Processes and Approval Framework)
- Ensures effective governance & inventory management processes within stores
- Design and implement effective category and contracts management, particularly for large capital projects
- Ensure together with your team the proper implementation and follow-up of procurement contracts.
- Requesting quotes from single or multiple suppliers and subsequently leading the awarding process. Typical activities are: requests for quotations, call-offs from framework agreements, negotiating best price and conditions, and securing on-time delivery.
- Execute all purchasing within the BUs in accordance with the Tactical Procurement Procedure, policies and operational excellence standards.
- Drive weekly operational planning and criticality: emergency, urgent, planned
- Utilise the BBBEE strategy to assist in the Buying strategy
- Structurally manage the supplier base together with internal stakeholders by periodically monitoring, evaluating and improving supplier performance as part of the Supplier Management Program.
- Understand and periodically measure and analyse processes and their performance/results by measuring global and local KPIs and process indicators.
- Drive continuous improvement by understanding and analysing data and identifying and implementing process improvement actions.
- Lead and drive the S&P Contribution to the 3 year Maintenance planning process
- In collaboration with global procurement develop, implement and improve S&P policies, standards and systems in line with business and functional requirements to ensure effective, efficient and compliant work routines for S&P.
- Manage and improve document flow, to ensure efficiency within the organisation.
- Lead, coach and develop your S&P team members. Doing regular performance reviews and taking care of peoples development plans taking into account personal needs/preferences and capabilities.
