The Social Norms Change Analyst
The United Nations Population Fund (UNFPA) is the lead UN agency working towards achieving universal access to sexual and reproductive health (SRH), gender equality, and ending harmful practices such as child, early, and forced marriage and unions (CEFMU). In the Philippines, UNFPA is implementing its 9th Country Programme (2024-2028), which aims to ensure that every pregnancy is wanted, every childbirth is safe, and every young persons potential is fulfilled.
The Social Norms Change Analyst will contribute to UNFPAs efforts to mainstream gender-transformative and human rights-based approaches into its programming, with a particular focus on eliminating discriminatory gender and social norms that limit womens and girls rights and access to services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The consultant will support the development and implementation of evidence-based policies and programs that address gender and social norms as key barriers to sexual and reproductive health and rights (SRHR) and prevention of gender-based violence (GBV) and harmful practices.
The consultant will provide technical and policy support to integrate gender-transformative and social norms change approaches into UNFPAs programs in BARMM. The consultant will work closely with government agencies, local government units (LGUs), civil society organizations (CSOs), and development partners to advance sustainable strategies addressing harmful gender norms.
Scope of work:

The consultant will be responsible for the following tasks:
- Technical and Policy Support:
- Provide technical assistance on gender equality and human rights in the context of SRHR in BARMM.
- Support the integration of gender-transformative approaches into policies, programs, and interventions.
- Program Development and Implementation:
- Assist in designing and implementing evidence-based interventions to address harmful gender norms.
- Ensure alignment with international best practices in preventing CEFMU and GBV.
- Capacity Building and Advocacy:
- Develop and implement capacity-building initiatives to strengthen the skills of UNFPA personnel, LGUs, and CSOs.
- Promote community-driven approaches to challenging patriarchal norms and supporting womens autonomy.
- Research and Knowledge Sharing:
- Document and analyze gender and social norms changes in BARMM to inform policies and programming.
- Capture best practices and lessons learned from UNFPAs interventions.
- Partnership Development:
- Strengthen partnerships with key stakeholders, including government agencies and local womens organizations.
- Represent UNFPA in inter-agency meetings, workshops, and forums advocating for gender-transformative policies and programs.
- Monitoring and Evaluation:
- Ensure field experiences in BARMM inform national policies and program implementation.
- Support quality assurance activities and contextualize national policies in the region.
- Other Duties:
- Perform other tasks as assigned by the Head of the Cotabato Sub-Office, Head of Programmes, or Country Representative to support UNFPAs gender-transformative agenda in BARMM.

Duration is for 11 months. This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.
Place where services are to be delivered:
Duty Station: UNFPA Cotabato Sub-Office, Cotabato City
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/RemarksMonitoring and progress control, including reporting requirements, periodicity format and deadline:
The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Head of Sub-Office.
Supervisory arrangements:
The Mindanao Social Norms Change Analyst will work under the overall supervision of the head of the sub-office. He/she will also work in coordination with the Gender staff in the CO, and other Country Office technical and operations units.Expected travel:
In the performance of the scope of work, the Consultant may be requested to travel as the need arises.Required expertise, qualifications and competencies, including language requirements:
The Mindanao Social Norms Change Analystshould possess the following qualifications and competencies:
Education:
- Advanced University Degree in a field of study relevant to UNFPAs mandate, such as sociology, anthropology, social sciences, womens studies, public health, public administration, international relations, international development, law or other related fields OR A first-level university degree (Bachelor) in combination with at least two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Knowledge and Experience:
- Work experience in the areas of gender, gender transformative approaches, gender-based violence/harmful practices, public health or social sciences is desirable
- Experience providing technical support in the development and/or implementation of the gender transformative approaches at the sub-national level;
- Experience in working on gender-based violence prevention and response in both ‘normal and humanitarian settings is an advantage.
- Prior experience in developing, implementing, and monitoring work plans is an advantage.
- Excellent interpersonal and communication skills
- Field experience is a strong asset.
